A month after President Franklin D. Roosevelt’s Executive Order 9066 authorized internment camps for persons deemed a threat to national security, Congress passed H.R. 6758 to implement the order. The act instituted the relocation and internment of Japanese Americans living in western states and the territory of Hawaii, the majority of whom were United States citizens or long-term residents.
