In 1908 Oregon voters approved a measure instructing the state legislature to elect U.S. Senate candidates chosen in a popular referendum. Senator Jonathan Bourne Jr. of Oregon was one the first two senators selected by this method of popular vote. In a speech in neighboring Washington State, he urged other states to adopt the Oregon system. Many did, strengthening the reform movement.
