Kennedy urgently instructed Vice President Lyndon Johnson, Chairman of the National Aeronautics and Space Council, to survey where the U.S. stood in space exploration. President Kennedy asked Johnson to identify and intensify specific programs where the U.S. could beat the Soviets.
